Low-slope & single-ply · Sacramento County
TPO, PVC and Flat Roof Systems
Warehouses, offices, retail, apartment blocks and any building whose roof you cannot see from the street. Specified in mils and R-values, welded properly, drained properly, and documented.
Cutting Edge General Contracting · CSLB #1007180 · General Building (B)
- 45 / 60 / 80 mil
- Membrane thickness specified to the building, not to the bid
- Hot-air welded
- Test weld each shift, finished seams probed — not visually guessed
- Tapered insulation
- Positive slope built into the assembly where the structure is dead flat
- SR ≥ 0.20 · TE ≥ 0.75
- Aged CRRC values for Title 24 Part 6 low-slope compliance
Most flat roofs fail at drainage, not at the membrane
Water is about 5.2 lb per square foot per inch of depth. A pond deflects the deck, the deflection deepens the pond, and the membrane spends every wet season submerged. Then the pinhole that would have leaked for an hour during rain leaks continuously under head pressure.
So we survey drainage before we specify a membrane. If your roof ponds, the replacement includes correcting it — clearing and resizing drainage, adding overflow scuppers, or building slope with tapered insulation. Otherwise you buy the same failure again with a newer warranty.
What to require in any flat roof bid
Use this on us and on everyone else. Bids that do not state these things cannot be compared.
Membrane thickness
45, 60 or 80 mil — stated in the bid, not implied
Insulation R-value
Type and thickness, since this is often the largest material cost
Attachment method
Mechanically fastened, fully adhered or induction welded
Tear-off or recover
How many existing layers come off, and the moisture survey behind that call
Warranty type
Manufacturer system warranty including labour, or material only — and the term
Drainage scope
Whether drains, scuppers and slope are being corrected or left as found
Buildings we roof
- Warehouse and light industrial, including McClellan Park and the Power Inn corridor
- Office and medical buildings with heavy rooftop equipment
- Retail and strip centres with multiple tenants and phased access
- Apartment buildings and HOA-owned structures with low-slope sections
- Restaurants and any building with kitchen exhaust on the roof
- Residential patio covers, additions and flat sections that meet a pitched roof
Sacramento’s drainage calendar
Rain arrives here between November and March, in concentrated storms, after a long dry season that has been filling your drains with leaves and airborne debris since spring. A drain that coped in April is frequently blocked by December.
Clearing every drain, strainer and scupper before the first storm is the cheapest maintenance available on a commercial building, and it prevents most winter emergency calls.

Common questions
- How much does a TPO roof cost in Sacramento?
- TPO is priced per square foot, and five things set the number: membrane thickness (45, 60 or 80 mil), insulation R-value, attachment method, how many existing layers come off, and how many curbs, drains and penetrations have to be hand-flashed. Two honest bids on one building can differ 40% because one is a full tear-off and the other is a recover.
- Is TPO better than EPDM in Sacramento?
- In this climate, generally yes. TPO is white and highly reflective, which matters where summers sit above 100°F, and its seams are hot-air welded rather than taped. Black EPDM absorbs heat and struggles to meet California's prescriptive cool-roof values on a low-slope commercial re-roof.
- Why is water still standing on my flat roof?
- A low-slope roof is required to have positive drainage. Water remaining more than 48 hours in drying conditions is ponding, and the cause is almost always blocked or undersized drainage rather than the membrane. The three real fixes are clearing and correcting drainage, adding drains or overflow scuppers, and building slope with tapered insulation.
- Can you just coat my flat roof instead of replacing it?
- Only if the insulation underneath is dry and the roof drains. A coating over saturated insulation seals the water in, permanently destroys the R-value and eventually costs you the deck. We survey for moisture before recommending a coating — and we will tell you when a coating is the wrong answer.
- Does my flat roof have to be white?
- Sacramento is California Climate Zone 12, and Title 24 Part 6 sets cool-roof requirements for low-slope re-roofing — an aged solar reflectance of at least 0.20 with thermal emittance of at least 0.75, or an SRI of at least 16. White TPO and PVC meet that straightforwardly; a dark cap sheet needs a reflective product, a coating, or the performance compliance path.
- Who holds the contract?
- Cutting Edge General Contracting, CSLB #1007180, General Building. Roofing is installed by a licensed C-39 roofing contractor under subcontract, as California Business & Professions Code §7057(b) provides. You get one contract and one point of responsibility.
